Prague & Czech Cycling Websites
Many of the websites linked below are in Czech, German, or another language. The Chrome web browser (or open source Chromium equivalent) can automatically translate foreign language pages as viewed, making them much more useful. It has an option to do so automatically, which is particularly useful for pop-ups on maps and such. Watch out to not use the translation when looking at addresses, town names, shop & restaurant names, etc., for fear of total confusion. Hovering the mouse over translated text should show the original text, or use the "Show Original" button to revert the whole page.

General Information
The Czech Cyklostrategie page has a great general guide to cycling in the Czech Republic. It has a good overview of signage, and a great overview map of long distance routes in the country, plus slightly more detailed maps of those routes. Not enough to ride by, but very useful for general thinking and planning.
Cyklisté Vítáni (Cyclists are Welcome) maintains an online database of bicycle friendly hotels, restaurants, tourist attractions, and so on, and links to similar for several other European countries. Seems to also have smartphone apps as well. Logo signs are on display at some of the certified locations.
The official Cycling Prague website has a lot of information specific to riding in the capital. In particular it has pointers to laws, public transit rules, and maps of bike lanes and sites (e.g., repair stations along bike routes) in both print and online form. Print copies are available at the Prague Information Centre at Prague City Hall, Mariánské Náměstí 2, Prague 1.
Weather
Czech weather forecasters seem to pretty much just make everything up. Check the radar yourself to try to figure out if you'll get rained on or not.
Maps and Routes
CykloServer has a super detailed map database of cycling routes. This is offered by SHOCART, who produce a line of printed, high quality cycling maps.
Mapy.cz has a pretty good online map for mountain bikers (and hikers). Under the left menu button, change the map type to "Tourist" and it will show the major trails through all the woods. These are generally not technical, but they'd be amazing for MTB touring.
Circuit Rider CZ has a number of notes on the long distance routes around the country, as well as a variety of more general cycling information pages.
Strava has a few users here, and their "Explore" feature can be used to find some interesting climbs or other features to do, and from there you can start figuring out routes people are doing. They should really add some sort of mechanism to view common local routes though. I hear from people close to the company that they're working on it, which would be an awesome addition.
Prague by Bicycle has a variety of general Prague information, as well as maps and route guides. They've put together a number of maps combining the official routes and other good cycling locations in interesting ways. They also have a general online route map.
prazskecyklostezky.cz has detailed notes and a useful browsing interface for the various bike routes around Prague.
OpenCycleMap has a general, worldwide database of cycling route map information based on OpenStreetMaps.
Events and Organizations
Unie Amatérských Cyklistů (UAC) organizes local amateur MTB and road racing. It has a pretty complete website including an event calendar, notices, some photos and videos, and standings.
